Bug in flower blooms

We've been seeing this bug in our garden all summer and always on the blooms of our flowers. It appears as though they are eating the blooms before they fully come out because when they do, they are deformed and a part is always missing.

photo taken by wife, mid-day in rear of house. Siding it iis on meases 10"-12" in height. Spider did not move, nor showed any signs it was about too.
