Unknown Flying Insect - Ammophila

Unknown Flying Insect - Ammophila
El Paso, Texas, USA
Size: approx 12.7 mm
Recent flooding in area, local fauna in bloom. Watched as this insect attempted to burrow in the sand. Do not know what it is and would like to. Looks similar to a damselfly but not quite right.
