Okanagana like synodica
Actually, most of the Okanagana species we have seen are most likely O. bella. This particular cicada was probably only seen once or twice.
Since the big flood of 2013 plus several springs of severe late frosts, our bug population has been way down. I think I only saw one cicada all spring.

Having seen some synodica, I don't think this is one; the specimens I've seen couldn't be more than 15mm long. Teneral Okanagana might as well be a lost cause. O. bella is more likely, as you suggested. I wouldn't put a name on it.
