Thanks again. Based on your comment I presume it is safe to say this is a member of the P. americana species group.

This is possibly Panorpa hele
This is possibly Panorpa helena based on the diffuse markings on the wings, lack of submarginal spots, unbroken basal band, and locality. This locality is near the extent of the range of P. helena (east) and a very similar species, P. insolens (west) (in the sense of Flint, 2013). Absolute determination will require dissection and examination of a ventral paramere of a male under a microscope.
