Moth or Caddisfly? - Halesochila taylori

Moth or Caddisfly? - Halesochila taylori
Fay Lake by Big Meadows, Linn County, Oregon, USA
October 9, 2014
Size: 16mm
Found several of these attached to the underside of washed up logs in the mud on the shoreline of the lake. When I tried to get one loose for a specimen, it would just fall apart. Did find a caddisfly with the same wing pattern. I'm curious if these are actually caddisflies with some kind of decay happening to them?
