If you will post a larger image just showing the terminal appendages as best you can I may be able to also say Familiar Bluet. I suspect Dan is correct, but there are several look a like species that can be problematical to ID. A close view of the terminal appendages would do it.

Male Enallagma civile
I believe that is a male Familiar Bluet. They have more extensive blue on the abdominal segments and are relatively late fliers. The blue extends high on the sides of segment 10 as well which is also correct.
