Is it an insect egg sac, or larva? Does not appear to move on it's own.

Galls, I suspect.
They're plant growths caused by the activity of various insects or mites. Knowing what kind of plant they're on could help in identifying the critters that made them.

Brown, fuzzy gall
This was on an oak leaf. Live oak I believe, and there were more loose on the ground under oak trees.
