Wasp
This is indeed a female eupelmine, Zaischnopsis bouceki. It was named after a Czech chalcidologist who was undoubtedly the greatest chalcidologist of modern times. The species is widespread in eastern North America from southern Ontario in Canada south to Florida and west the eastern Texas. I also have a couple specimens from California, but these might be mislabeled. The Kentucky record is a new state record, though certainly not unexpected. The male of the species is not known. Little certain is known about its biology, it is likely an egg parasitoid, and possibly of wood-boring beetles, but either has yet to be proven definitively.
