I went through all the Encyrtid images in the guide and found no match.

Not surprising you found no match ...
Males (the hairy antennae are a dead giveaway) are notoriously difficult to ID to genus. So while they are still fairly easy (for some of us at least) to ID to family, most males are impossible to ID to genus (especially if you only have access to an image and not the specimen itself).
