They do look similar to Woolly Alder Aphids


Did you notice what they were on?

 
Hey, John!
Sadly, the small woody plant that they were on was completely leafless. ;-( These little what-ever-they-are endured a nearly solid week of sub-freezing temperatures. They were found quite low to the ground, just 10 cm or so above the forest's leaf-litter. The mature deciduous trees in the immediate area are principally basswood-oak-boxelder-ash-poplar, if that is at all helpful.

 
If you make it back there
you should look for winged adults. I believe they emerge in the fall and fly off to overwinter, the rest of them won't survive.
