Blue Hopper in Search of His Identity - Cedusa

Blue Hopper in Search of His Identity - Cedusa
Upshur County, West Virginia, USA
June 24, 1989
I've always liked this photo, and wish I knew the identity of the hopper. Seems like an unusual color for a hopper.

Thank-you!
Andy, Eric, Maria, Thanks very much for posting your comments and ID help! This fellow has rested in obscurity in my slide box since 1989.

Eric, I enjoyed looking at those other pictures, and yes, they do remind me of this fellow!

Derbidae
Cedusa sp.

Shucks
I remembered seeing another image of this insect, or something awfully similar, at:
http://www.pbase.com/tmurray74/leafhoppers
but alas his are not identified either! At any rate, you all would enjoy Tom Murray's galleries at Pbase. Maybe with collective encouragement we can get him to post here?:-)

Delphacidae? or Cixiidae?
Looking at the leg, it appears there is an apical spur. This would suggest it belongs to the Delphacidae family. However, I've never seen them brightly colored. Mostly they are brown. Alternatively, the head shape makes me wonder whether it could be a Cixiidae.
