Due to the very broad frass trail, I suspect this is an undescribed species rather than Stigmella populetorum.

Yes, it was found on a Fremont Cottonwood tree, Populus fremontii. See here for info on the little aphid: (1).

Assuming this was on a Populus leaf, I think that's what we should call it based on present knowledge.
