The venation is very distinct. I suspect something in Cryptothelea, possibly a very light nigrita

 
C. nigrita seems unlikely
...since it's not known from that far north. The mature case of that species is 18-20 mm, "with a dense covering of spreading, backward-projecting pieces of grass leaves." Although, it is "sometimes almost bare silk." I reviewed all the information given in my book (1), which almost all comes from Davis (1964) (2), and didn't find a satisfying match, so I'll be interested to learn what this turns out to be.
