I've been looking
I will keep looking for more of these. I've seen glimpses of velvety black, tiny creatures under my cherry tree (where this was near), so I'll try to keep a container handy when I go out.

I would have to guess either pipunculid or platypezid... we'd probably need an expert to be able to tell the two apart from this pic

On the companion photo, I had guessed Platypezidae. I found the iridescent red abdominal stripe interesting.
