No eastern galls are known that resemble these, but all 32 Artemisia galls in (1) belong to Rhopalomyia subgenus Diarthronomyia. So these most likely are made by an undescribed species in that group.

Yes, looks the same
I think I took "sage" to mean Salvia, though looking at the photo now I can clearly see that it isn't a mint.
