I know that Chalybion has hair while the look Chlorion does not. Could this be Chlorion?

Wow! Thanks. Now that you point it out I can see the 3-dimensionality to the "rings" about the abdomen. I'm guessing this might be "guide-worthy" as an example.

Looks like a blue mud dauber parasitized by some sort of fungus... you can see the fungus between the abdominal segments
