Male crane fly
probably in the Tipula Lunatipula group , tough to tell withhout closely examination of the male genitalia. The thing come out of the rostrum (beak) is the palpus. There are 4 segments in palpus and the last segment usually is the longest one (as seen here) in subfamily Tipulinae. - Chen
