paper wasp ? - Polistes carolina - Male

I believe this is some kind of Paper wasp...yet I've never seen one quite like this...with black dots on its antennae and a cream stripe on its face. Plus it seemed to be hanging onto a blade of deadish grass for dear life. Many thanks for your time and help....Denise K.
