Do you have shots of the undersides of these leaves?
The two photos may show different kinds of galls--at the moment I'm not sure whether the ones in the other photo are midge or wasp galls.
The one in the upper left in this photo looks like a fungus gall; I would guess Polystepha based on what I can see of the other three. Also looks like some Brachys feeding sign at the edge of the leaf.
