Forewings are missing on this individual, which is something of a (tiny!) mystery. Most likely subfamily Telenominae, whose members parasitize mainly Diptera or Hemiptera eggs.
By the way, family Scelionidae does not belong to superfamily Chalcidoidea, but to Proctotrupoidea.

 
I don't know if this is important but I photographed another specimen (only one poorly focused image) and the wings seem to be the same.
