Isocolpodia sp.
Perry, this appears to be Isocolpodia sp. possibly graminis (Felt), female. (Cecidomyiidae: Porricondylinae). The fly has 11 flagellomeres, brown body color and the long narrow wing with the R5 close to the wing margin. I have them in my collection, larvae feed in soil at the base of grasses.
