I think this looks like Neolema sexpunctata.

The constricted pronotum and general size and color will distinguish Neolema sexpunctata from Chrysomelidae from GSMNP except the closely related Neolema cordata. In N. cordata, the median black markings of the elytra coalesce to form an inverted heart-shaped spot. In N. sexpunctata these markings are often transverse and separate. Specimens of N. cordata are usually smaller and more coarsely punctate than are those of N. sexpunctata.
