I'm pretty sure this is a Cicada of some kind.

Tibicen pronotalis
This is the pronotalis "variety" (as it was originally described) with a dark spot on the middle of the thorax. Although it was described as a "variety" of T. marginalis, it is the oldest valid name and takes precedence over both T. walkeri (a later replacement name) and "T. marginalis" which was a preoccupied name.
