the sweetpotato flea beetle C. confinis
Tim Moyer has send me a copy of Downy and Arnett. Trying the key I found this one is Chaectocnema confinis
It has the sides of the pronotum obliquely truncate at front angles and with angulation in front of middle (if you have Downy and Arnett compare with the drawing). The further description fits very well.

Chaetocnema sp
glabrous with striae on the elytra and 11 segemented antenna leaves me to think this is a species in the genus Chaetocnema
