Should be in Phanogomphus
This should be moved to subgenus Phanogomphus with the rest of the Ashy Clubtails

Looks like male Ashy Clubtail
Now this one definitely looks like a male. The markings on the top of the abdomen (particularly segments 7 and 8) are those of Ashy Clubtail, though, not Lancet.
