Size: 1.5mm body length
This fly and others like it are crawling/flying around the soil of our houseplants. Any ID?

Sciaridae.
This is most likely a sciarid (dark-winged fungus gnat). They are well known for breeding in the potting soil of overwatered houseplants.

Thanks for the quick ID. My wife is wondering if there is any good way to rid her plants of these flies, besides the point you already mentioned of watering them less.

 
Layer of sand....
She can sprinkle a fine layer of sand over the surface, which discourages the female flies from ovipositing. Sand grains are probably "boulders" to them:-)
