I believe it is suborder Symphyta due to wide waist. Keyed to family Tenthredinidae by Aaron Schusteff.

Hi Ken
Margo meant to upload a 3rd image for the series here...so I edited this post and replaced the previous duplicate image with the intended image you now see above. I also linked the images, as they are indeed all the same individual.
I'm indirectly responsible for the confusion here, since I suggested to Margo that she upload this 3rd image. I did so because this image gives more wing venation detail, which I believe may be helpful in getting to subfamily, based on my initial efforts at ID using Goulet
