Xylophagidae: Xylophagus sp.
It would be a monster Anisopodid. I think Xylophagus sp. (Xylophagidae) is a bit closer, or possibly Xylomyidae.

Wow... what a lazy dipterist I am.. didn't even bother to look at the size on this... and to make matters worse, I posted this species earlier this month... looks to be X. lugens
