Moved from unidentified woolly aphids. The twigs look like alder; I think the leaf at the bottom of the frame is part of it but the leaves at the top are not (they look like elm, maybe). If you happen to still have a more zoomed-out shot I could double-check this assessment.

Host plant goes a long way toward identifying these. By the way, these are the prey for harvester caterpillars. I'm always looking carefully at these clusters but haven't found them yet.
