Size: 28mm
I found about a dozen of these, and the size varied from 23-28mm.

A dozen!!!
This one appears to be a girl. The metallic blue is my clue. The males seem to be metallic fuscia along the edge of the pronotum.

 
Pitfall traps
I ran across a line of pitfall traps that someone set up along a silt fence to trap salamanders, and I looked in a bunch of them. This was the most common beetle, along with some other carabids, roves, and spiders.
