Blue-ringed Dancer female
Appears to be an immature female Blue-ringed Dancer, Argia sedula. Not surprising, since you photographed a male Blue-ringed Dancer at the same lake on the same day.

For the comments on my damselfly and dragonfly photos. This particular female was catching flying objects to eat as I was taking photos. She would return always to this exact same spot, but I could never catch her with any visible prey in her mouth.

 
Because we moved the male
back to the genus page, we'll move this female too. If we assume they are the same species, and if possibly that species is not sedula, then these two should remain together.
