Ichneumon ovipositing on Syrphid Egg? - Female

Size: approx 10mm
It looks to me like this wasp is laying an egg inside a syrphid egg...
I certainly could be wrong, though. It was on a floribunda rose bud.

Diplazontinae are known to oviposit into eggs or early instar larvae. The adult emerges from the host puparium
