I've just photographed
what looks like the exact same insect, on a Texas Thistle in San Patricio County, TX.

Coreidae nymphs (Leptoglossus?) is a better guess
because this is not milkweed, and predators do not aggregate like this.

I think they are milkweed assassin bugs. Look at this.
