I think I'm way off: from the images at UCIPM it's a ringer for Orius sp.

Orius looks better to me
Maybe O. tristicolor which I see commonly in California, though 4mm seems a bit on the large side for that species.

 
exactly my thoughts, both on the likely ID and size
has to be closer to 2 mm, imho

 
Anthocoris musculus?
I measured the stamen a minute ago and compared it to the photo: the insect is closer to 2mm.
