I'd say
Nitidulidae, a Sap Beetle.

Genus Colopterus

Very nice find, only one other specimen is in the guide of this genus :-)

I think these things are all over the Opuntia (prickly-pear cactus) flowers right now here in Tucson. Something awful similar anyway....
