Aha. A different perspective on things.
This is Coelinius Nees. 40 described New World species. Parasitoids of Chloropidae. Known range: Canada to Mexico. (1).

Yes
The family Braconidae in fact. I think it has exodont mouthparts, which suggest the subfamily Alyssinae, but the wing venation doesn't match my concept of this subfamily, so I'd stick with "braconid".

 
The marginal cell is smaller
The marginal cell is smaller than the Alysiini, but the wing venation looks pretty close to some examples from Dacnusini, eg this specimen.
