This insect flew at me, then landed on the picnic table where it stared me down for a few minutes.

Bibionidae
The characteristic two spines on the front tibial apices(easily seen on the true right leg) give it away as Bibio spp. Antennae and wing venation(not seen here) would also help.

Looks correct. A fly. Easy mistake with these. The way they hold the wings can deceptively look beetle-like or true-bug like.

 
Wow
Never would have guess this is a fly. They fly kinda slow, very un-fly like to me.
