I think these are D. semicincta
There is a lot of confusion with these cicadas. I personally think that all images under the D. apache southern form are in fact D. semicincta and those from areas north (Maricopa Co. per. se.) are actually D. apache.

The bisected collar refers to the upper edge being dark and the outer (lower) edge being orange as seen in these cicadas. D. apache is said to have a solid colored pronotal collar as seen in most (if not all) pic's from areas north of Tucson.
