Wasp? - Polistes dominula - female

Wasp? - Polistes dominula - Female
Portland, Multnomah County, Oregon, USA
June 16, 2015
This looked like a vespula wasp but it is relatively hairless and does not appear to have notched eyes. It was in a shore pine (p contorta) that had a large crop of aphids in it.
