Eupeodes? - Eupeodes volucris - Male
Bernard Field Station, Claremont, Los Angeles County, California, USA

On Royal Penstemon (Penstemon spectabilis) at the Claremont Colleges' Bernard Field Station. I think this may be a male Bird Hover Fly (Eupeodes volucris), but correction or confirmation would be greatly appreciated!

Yes. Eupeodes volucris..... male. Just look at the genitalia. What a giveaway.
