On Western Poison Oak (Toxicodendron diversilobum) at the Claremont Colleges' Bernard Field Station. Might they be Aculops rhois? Any information will be greatly appreciated!

Looks like the galls induced by
Aculops toxicophagus, a mite that "occurs throughout the range of its host plants in California, Oregon, and Washington". (Russo, 2006 (1))
Based on the INFO page, A. toxicophagus has become a synonym for A. rhois, though no reference is given.

According to the taxonomy followed on BugGuide, Aculops toxicophagus is considered a synonym of Aculops rhois.

Question
I posted a picture recently of a leaf covered in galls

and I'm wondering (if it's a mite let's say) ....does the mite inject the leaf in EVERY spot there is a gall? Or, are the eggs distributed systemically by the leaf?
