I believe this species is a male Basiaeschna janata ... Springtime Darner.

The range info in the Guide says only Eastern US and Canada. Could this be the same species?

 
No Springtime
In BC. True Aeschna genus. Which one is up in the air for now. BC has a host. Male with some female coloration or it is juvenile.

 
Probably California
I think an early Aeshna-looking darner out west with no frontal thoracic stripes is going to be Rhionaeschna californica.
