Ichneumonidae.
I believe this is in the genus Trogus, of the family Ichneumonidae. The adults emerge from the chrysalids of swallowtail butterflies.

No need to be a good flyer...
With such a bright color pattern. Wannabe brid predators "know" that this insect is either untasty or poisonous (maybe both) for them.
This strange Ichneumon Wasp reminds of an army ant male, weren't for its antennae. It must have mainly nocturnal activity.
