I've seen several of these in a park, hovering and landing on grass and asphalt. Pretty certain this is a bee fly, but I do not know more specifics.

Jones, your fly looks a little bit like a Villa nigropecta, but yours has a much fancier paint job! Here is one from Wisconsin:
