Size: 1/3 inch approx
While walking across a little bridge along the Lehigh Canal I saw this fly dancing around doing a "wing dance"(?) on the wooden rail. What is this fly?

Ulidiidae.
Nice shot of one of the 'picture-winged flies' in the family Ulidiidae (aka Otitidae). They use their wings in courtship displays, which is probably what you were witnessing.
