On Populus?
Is it on bark of Populus tremuloides?

Not sure
Unfortunately, so long ago I don't recall.

The land I was on is described as northern mesic forest. So aspen definitely a possibility.

Strongylophthalmyia
This is not a micropezid, which should have veins R4+5 and M convergent near the wing margin. I am pretty sure it is Strongylophthalmyia angustipennis, which would be the first strongylophthalmyiid for Bugguide. See Barber 2006 for separation from the only other Nearctic Strongylophthlamyia.

Strongylophthalmyia
I asked Kevin Barber about this and he confirms it's S. angustipennis, and says this looks like typical behaviour.

Awesome
Thanks much for the det and info Joel!
