It looks downright bejeweled!

 
Look on mud flats.
Elaphrus are almost always associated with mud, even around puddles and other ephemeral pools. They like to have vegetation handy to hide in, though.

They are.
What you can not see in the photo is that inside the white spots is a blue spot.
I could not get as close as I wanted because like all ground beetles it was very fast.
This was on the shore of a lake.
