Mason Wasp, I believe
I think that is the Mason Wasp--Monobia quadridens. Brimley, Insects of North Carolina (1) lists only that member of the genus for this state. I think that is correct, but that is an old work. (There's a more recent supplement for it on hymenoptera, and I need to check that on a bunch of stuff.)
