looks a lot alike
looks very similar to me. Only differnce I notice is that mine has a more yellow coloring. What exactly is that thing that sticks out the front? Is it a tongue?

 
Proboscis
That is the proboscis, which is made of various mouthparts in different insect groups. I don't know which mouthparts are in a conopid proboscis, but in mosquitoes the labium forms a sheath around the maxillae and mandibles which are used to pierce skin and suck blood respectively. There's a diagram here. The proboscis is different in other orders, but it might be the same within the flies.
