Neat shot! This is something in the sphecid tribe Psenini, I am pretty sure. The prey item will help me narrow it further. Please pester me if I don't update this shortly.

Oh, great....
Apparently nearly all Psenini in North America provision their nests with leafhoppers! We'll have to leave it there for now.
